RESERVE TECHNICIAN (General Engineer) - Series: GS-0801-11/12
DUTIES: Plans for the overall
accomplishment of the Civil Engineering functions, i.e.,
to train and develop a ready civil engineering force in
design, construction, repair and upgrading of facilities.
This may include heavy repair or construction at existing
bases when other capability is not readily available,
heavy repair and upgrading of asphalt strips as required,
and recovery operations in support of bomb damage repair
or natural disasters. Supervises assigned personnel.
Insures logistical, and other essential support of unit.
Provides technical engineering skills for the design and
construction of engineering projects.
QUALIFICATION
REQUIREMENTS
All
applicants must have the combination of professional
education and experience in meeting the basic
requirements below.
Basic Education: Completion of a Bachelor's degree in
professional engineering from an accredited college/
university.
Applicants may substitute the above basic education
requirement for an alternate requirement of at least 4
years of college-level education, training, and/or
technical experience that furnished: (1) a thorough
knowledge of the physical and mathematical sciences
underlying professional engineering, and (2) a good
understanding of the engineering science and techniques
and their application to one of the branches of
engineering. This must be equivalent to that provided by
a full 4-year professional engineering curriculum, as
described in the basic requirement. The adequacy of such
background must be demonstrated by one of the following:
Current
registration as a professional engineer.
Having
successfully passed the Engineer-in-Training
Examination, or the written test for professional
registration.
Successful
completion of at least 60 semester hours of
courses in physical, mathematical, and
engineering sciences and in engineering. These
must have included courses specified in the basic
requirement.
Successful
completion of a full 4-year or longer related
curriculum leading to a bachelor's or higher
degree in an appropriate professional field
provided applicant has at least 1 year of
professional engineering experience in a civil
engineering or construction related engineering
capacity.
Length and
Quality of Experience: In addition to the above basic
requirements, the following is required: For GS-11, one
year of Specialized Experience at a level of difficulty
comparable to GS-9 in the Federal service.
For GS-12, one year of Specialized Experience at a level
of difficulty comparable to GS-11 in the Federal service.
Specialized
Experience:
Progressively responsible professional experience in
civil engineering or construction related engineering
capacity. (OR) Any directly related experience which
demonstrates possession of the knowledges, skills and
abilities required to perform the duties of the position.
(To be creditable, the specialized experience must meet
the above quality level requirement).
Note: Due to the nature of the position, it is important
to provide a complete break out of your civil engineering
or construction related projects and detailed description
of your technical engineering functions performed for
each project per experience period.
Substitution of Education for Experience: In addition to
meeting the basic requirements above, the following type
and amount of education from an accredited
college/university may be substituted for experience: For
GS-11, completion of all requirements for a Ph.D. or
equivalent doctoral degree in a professional engineering
field. No substitution may be allowed for GS-12 grade.
Basis of Rating: In order to be rated eligible,
applicants must meet the qualification requirements and
show evidence of possession of the following knowledges,
skills, and abilities (KSA's). Eligible applicants will be rated and
ranked based upon their relative possession of these
KSA's:
Knowledge
of the organization, programs and policies of a
professional civil engineering or construction
related engineering activity.
Ability
to manage and direct a civil engineering or
construction related engineering function.
Ability
to analyze, evaluate and implement civil
engineering or construction related engineering
training programs.
Ability
to develop civil engineering readiness programs.
Ability
to develop and manage civil engineering budgets.
FORMS
REQUIRED
BASIC

Listing of College Courses and Scholastic Achievement -
This information is mandatory. College transcripts (or
copies) are required to verify education. OPM Form
1170/17 will NOT be accepted.
SF-15, Claim for 10-point Veterans Preference - This form
is mandatory for all claims based on service-connected
disability, widow, mother, spouse or purple heart.
Required documentary proof must be submitted with form.
DD-214, Certificate of Release or Discharge from Active
Duty - A copy of this document is requested but not
mandatory.
